EDLD 5342 School Finance

The Lamar University EDLD 5342 School Finance Cohort 5 course began April 9 and we are off and running. This will be jam packed full of new information for me and I am excited about the learning process it will involve. Right in time for this course the GISD Board Meeting Work Session was held April 10 with an update on the 2012-2013 Budget, review of the January and February 2012 Financial statements and Tax Reports. This was a great board meeting to attend to geared up for this course.

  1. School Finance is a critical, complex and important topic for all stakeholders especially the superintendent. After reviewing this week’s lecture, the glossary and all the links given to us to review this week I realize I know less than I thought I did and there is an overwhelming amount of information and resources galore. In reading the history of Texas education from when Mexico owned us in 1824 to all the financial upheaval in 2011 and continuing I can see the common strands discussed in the week one lectures by Dr Nicks, Dr Jenkins and Dr Arterbury of court decisions, legislative action, TEA rules and "unfunded mandates"(EDLD 5342 Lecture 1 p1). This study is showing me the enormous responsibility of a superintendent and school board of a district with the stewardship of district funds. As we do vision and mission statements and make learning for all students’ number one priority all three of the concepts, equality, equity and adequacy come into play with high priority and importance? Right? Equality means every student has the same access to the same type of basic educational program (EDLD5342Week 1 Video 1 interview with Dr Nick's p7). Adequacy refers to the need for just enough funding to allow students to achieve (Retrieved April 09, 2012 from http://www.investintexasschools.org/schoolfunding/adequacy.php). Through my research equity should take higher priority over adequacy. As for as equity is concerned I would love to hear the court tapes of the proceedings of “Robin Hood” court actions. Bottom line these three concepts will continue to be key in education and school financing.
